Message Well according to that pinout link you posted 156.3 KHz clock rate sounds correct based on this:

Receiver Clock Input. The frequency of this input should equal the receivers baud rate * 16

That should be 9600 bps * 16 = 156300 Hz

I'm wondering if there is some external controller or if some of the ECUS have differnt UART chips that perhaps run at a lower speed like some of the other ECU OBDI Ports did from other manufacturers (for instance GM ALDL OBD1 runs at 8192 bps):

Since the laptops serial port is configurable at multiple baud rates it can be made to work with just about any device that uses a serial cable. I just need to translate the hex datastream from my laptop's USB port out to the serial port (configured to connect to R-VIT 9600 8N1).
